What Is BIS Certification – Meaning, Benefits & Registration Process

The government-backed organisation, Bureau of Indian Standards (BIS Certification), deals with conformity assessment, standardisation, quality assurance, and other aspects of manufacturing and service delivery in India. Product Certification Schemes are based on the Indian standards created by this apex body and provide end-users with Third-Party Assurance of product safety, quality, and reliability.

The BIS certification program is purely optional. Certain products, however, are subject to mandatory compliance with Indian standards by the Indian government for a variety of reasons, including public interest, human safety, animal or plant health, environmental protection, the prevention of illicit trade practices, and national security, among others. Under the Indian Government’s mandate, all of these goods must bear the Standard Mark under a Certificate of Conformity (CoC) or BIS license issued through the QSO process.

A national standards authority in India, the BIS promotes and regulates product and service standards. Preliminary product testing is carried out in India by the BIS in a total of eight central, four regional, and three branch labs. The government encourages the use of BIS certification for products, even though it is voluntary, for the following reasons:

  • It serves as a safeguard for public health.
  • It gives a level of quality assurance.
  • Protection from potentially harmful products for the consumer.
  • It fosters consumer trust.

Product Types Approved by the BIS

Different types of items are subject to BIS certification requirements (Scheme-I). There are a total of 380 goods that must be certified by BIS. The following is a list of products that must be certified by the government.

The voluntary BIS certification of items is available to any manufacturer and serves to reassure customers about the high quality and standards of the products they purchase. These 738 goods are eligible for voluntary BIS certification under the simplified procedure.

Under the Compulsory Registration Scheme, the Ministry of Electronics and Information Technology (MeitY) has mandated the registration of certain electronic and information technology products (CRS). The Compulsory Registration Scheme mandates the registration of 77 goods.

Procedures for Registering with BIS

BIS registration often includes the licencing and monitoring processes. The licencing procedure includes the following steps:

  • The producers are the ones who submit the BIS registration form.
  • Visits by the BIS officer will begin with a preliminary investigation.
  • The product samples will be examined following the inspection.
  • The BIS officer will determine the final outcome after the evaluation is complete.

After the inspection, the officer in charge of the inspection will perform a follow-up survey to ensure that the plant has been thoroughly examined. The surveillance procedure includes the following steps:

  • The factory will be visited by an official from the inspection agency to verify the test results.
  • The samples collected by the inspector will be sent to outside laboratories for testing.
  • The results of the study will be summarised in the test report.
  • The report for the evaluation of performance will be prepared.
  • The BIS licence is awarded when the report is examined.

Required BIS Certification Documents

The documents required for each BIS registration scheme are different. However, the following documents must be submitted to the BIS by a manufacturer in order to get BIS certification:

  • Name and address proof of office and factory
  • Incorporation Certificate, Registration Certificate, Memorandum of Association, etc. are all examples of documents that prove the manufacturing unit’s establishment.
  • SSI/MSME certification, if relevant
  • All stages of manufacturing are covered by this process flow (from raw material to finished product stage)
  • A list of manufacturing equipment, together with information about each piece of equipment
  • If relevant, information on the outsourcing of manufacturing operations
  • A comprehensive list of testing facilities and equipment
  • The originals of all equipment calibration certificates in good standing
  • In the event that Indian Standards need it, a third-party laboratory test report
  • The layout and location of the factory’s premises
  • An authorization letter signed by the CEO in the authorised signatory’s name must accompany the application
  • Details of the Indian agent and nomination form for a foreign manufacturer or foreign application are required

Validity of the BIS Certification

The BIS certification is valid for two years from the date of issue. BIS certifications can be renewed by producers as long as the relevant products and standards remain unchanged. One year at a minimum and a maximum of five years is the maximum validity period for a renewed BIS certificate.

The annual advance minimum marking fee and license fee must be paid before the BIS certificate can be renewed. A late charge of Rs.5000 must be paid if the renewal application for BIS certification is submitted after the expiry term has passed.
