BIS Registration Certificate is issued to Manufacturing Units only and no Importer or Trader can get it in their own name. All Importers and Traders need to get Bureau of Indian Standards Registration for their respective Manufacturing Unit before placing their order for scheduled electronic items.

Bureau of Indian Standards certification scheme is basically voluntary in nature. However, for a number of products compliances to Indian Standards is made compulsory by the Central Government under various considerations viz. public interest, protection of human, animal or plant health, safety of environment, prevention of unfair trade practices and national security. For such products, the Central Government directs mandatory use of Standard Mark under a License or Certificate of Conformity from Bureau of Indian Standards through issuance of QCOs.
